    川普11月8日當選後，幕僚列出安排通電話的外國領袖名單，小布希政府時代國安官員、大陸與台灣專家葉望輝（Stephen Yates）表示：「台灣很早就在名單上。通話計畫安排好之後，有人跟我說總統當選人川普將聽取簡報。他們知道這通電話會引發後續反應，還可能還會招致反彈」。
